How to declare your exotic pet under WPA
A plain-language walkthrough of the voluntary disclosure scheme — who needs to do it, what documents you need, and how the PARIVESH process actually works.
This guide covers voluntary declaration only — for animals that are not protected under WPA Schedules I–IV. If you are unsure whether your animal is WPA-protected, read our legal exotic pets guide first.
Why declare?
You are not legally required to declare non-WPA animals. But there are strong practical reasons to do so:
- Creates a formal paper trail proving legal ownership
- Protects you if your animal is ever questioned by authorities
- Required if you ever want to sell, transfer, or import/export the animal
- Helps distinguish your legally-sourced animal from illegally trafficked ones
- Encourages the government to develop clearer, keeper-friendly regulations
Documents to gather before you start
- Clear photographs of the animal (multiple angles, close-up of any distinguishing markings)
- Purchase receipt or invoice from the seller
- Seller's declaration document (if purchased from a registered breeder)
- Veterinary health certificate if available
- Your Aadhaar / PAN for identity verification
- Species identification: common name, scientific name, approximate age and weight
Step-by-step: PARIVESH registration
Create a PARIVESH account
Go to parivesh.nic.in and register with your email and Aadhaar-linked mobile number. The portal uses OTP verification.
Select "Wildlife — Voluntary Declaration"
Under the Wildlife section of the portal, look for the voluntary declaration or exotic animal ownership category. The exact path may vary as the portal is updated periodically.
Fill the animal details form
Enter species (common and scientific name), approximate age, sex if known, physical description, and how you acquired the animal. Attach photographs.
Upload documentation
Upload your purchase receipt, any existing declaration from the seller, and vet records if available. PDF or JPG format accepted.
Submit and receive acknowledgement
After submission you receive an acknowledgement number. Save this — it is your proof of declaration. The MoEFCC may follow up with additional questions; respond promptly.
Contact your state wildlife department
In some states, the forest department also maintains a local registry. It is good practice to send a declaration letter to your Chief Wildlife Warden by post in addition to the PARIVESH submission.

PARIVESH (Pro-Active and Responsive facilitation by Interactive, Virtuous and Environmental Single-window Hub) is the Ministry of Environment, Forest and Climate Change (MoEFCC) online portal for environment-related clearances, compliance submissions, and wildlife declarations. It is accessible at parivesh.nic.in.
Can I declare an animal I bought before the declaration system existed?
Yes. The voluntary disclosure scheme is specifically designed to allow existing owners to formalise their animals. You declare the animal now, provide what documentation you have (photos, receipts, vet records), and receive an acknowledgement. No penalty is applied to voluntary declarations of non-WPA-protected species.
